Haryana government to soon unveil new MSME policy, announces CM Nayab Singh Saini

Haryana Chief Minister Nayab Singh Saini announced on July 25, 2026, that the state government is preparing to introduce a new Micro, Small and Medium Enterprises (MSME) policy soon. Currently awaiting cabinet approval, the draft policy incorporates several key measures aimed at benefiting the MSME and export sectors.

Key Highlights of the Proposed MSME Policy

The draft MSME policy includes significant support and recognition mechanisms for exporters and small industries in Haryana:

  • The export freight subsidy support limit will be increased from Rs 10 lakh to Rs 30 lakh per unit annually.
  • Industries exporting over 80 percent of their production will gain special recognition through the upcoming Udaan Dwar Portal, enhancing connectivity with international buyers.
  • The Mukhyamantri Vyapari Kshatipurti Yojana will be expanded to provide affordable insurance products protecting small traders and MSMEs against fire, theft, and natural calamities.

Measures to Improve Ease of Doing Business

The government has introduced several provisions aimed at simplifying administrative procedures and ensuring timely financial incentives:

  • Issuance of land feasibility certificates will be completed within 45 working days.
  • Applicants will receive 50 percent of the eligible financial incentive within seven working days after preliminary scrutiny.
  • The remaining balance will be paid within 45 days following detailed verification.
  • If delays occur from the industries department, entrepreneurs will be compensated with 8 percent annual interest on overdue amounts.

Focus on Industry Expansion and Infrastructure Development

During discussions with plywood industry representatives in Yamunanagar district, CM Saini highlighted efforts to elevate Haryana’s industries globally. Yamunanagar, recognized as Haryana’s plywood hub and a national center for the sector, showcased its international engagement at the 49th Dar es Salaam International Trade Fair in Tanzania in July 2025.

To modernize industrial infrastructure, the Haryana government allocated Rs 500 crore through the SAKSHAM fund in the 2026-27 budget. This funding will support revitalization projects in industrial zones, including Yamunanagar.

Addressing challenges of industrial land costs, a new land lease policy enables businesses to lease industrial plots long-term with options to convert leases into freehold ownership.

Additionally, plans to revive the metal industry in Jagadhri include developing a metal and general park at Manakpur. This project features a revised layout for over 900 industrial plots ranging from 250 to 450 square meters, supported by subsidies for industrial infrastructure.
