Key Announcements for SMEs & MSMEs in Union Budget 2025
The Union Budget 2025-26, presented by Finance Minister Nirmala Sitharaman on February 1, 2025, introduces several initiatives aimed at bolstering the Micro, Small, and Medium Enterprises (MSME) sector. These measures are designed to enhance the growth, competitiveness, and sustainability of MSMEs across India.
Enhanced Credit Guarantee Scheme
The government has significantly expanded the credit guarantee coverage for MSME loans, reducing lenders’ risk and improving access to formal financing. The credit guarantee for MSMEs has been doubled from ₹10 crore to ₹20 crore to support employment. This builds on existing schemes like the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), which has facilitated over ₹10 lakh crore in loans since inception.
Increased Credit Availability for Micro Enterprises
The credit guarantee cover for micro enterprises will be raised from ₹5 crore to ₹10 crore, facilitating an additional ₹1.5 lakh crore in credit over the next five years.
Support for First-Time Entrepreneurs
A new scheme will support 5 lakh first-time entrepreneurs from women, Scheduled Castes (SC), and Scheduled Tribes (ST) communities. The government will launch a ₹2-crore term loan for these entrepreneurs, including financial support, skill development, and mentorship to promote inclusive growth.
Ease of Doing Business Initiatives
A High-Level Committee for Regulatory Reforms will be set up to review all non-financial sector regulations, certifications, licenses, and permissions. Additionally, an Investment Friendliness Index of States will be launched in 2025 to further the spirit of competitive cooperative federalism.
Digital Public Infrastructure Expansion
The government has allocated funds for expanding digital infrastructure in Tier-2 and Tier-3 cities. This initiative will help rural MSMEs adopt e-commerce, digital payments, and fintech solutions.
New MSME Development Clusters
Special industrial clusters will be set up for MSMEs to promote innovation, research, and development. Sector-specific clusters (textiles, pharma, electronics, and agribusiness) will receive dedicated financial aid.
Production-Linked Incentive (PLI) Scheme Expansion
Additional sectors have been brought under the PLI scheme, benefiting MSMEs engaged in manufacturing, electronics, and textiles. The new budget also reduces import duties on raw materials for MSMEs to make them competitive in the global market.
Export Promotion for MSMEs
An Export Promotion Mission, with sectoral and ministerial targets, driven jointly by the Ministries of Commerce, MSME, and Finance, will be set up. Additionally, ‘BharatTradeNet’ (BTN) for international trade will be established as a unified platform for trade documentation and financing solutions.
Agri-Tech & Rural MSME Support
The budget announced a 6-year “Mission for Aatmanirbharta in Pulses” with a special focus on Tur, Urad, and Masoor. Central agencies (NAFED and NCCF) will be ready to procure these pulses from farmers during the next 4 years.
Skilling & Digital Training for MSMEs
The government will set up 5 National Centres of Excellence for skilling with global expertise and partnerships to equip youth with the skills required for “Make for India, Make for the World” manufacturing.
